PLAT REVIEW

Plats are required:

  • when land is subdivided into three or parcels and
  • for some commercial developments

The plat must be reviewed and approved by Mecklenburg County the Town before being recorded at the Mecklenburg County Register of Deeds. 

Plat review and recording simplifies the transfer of land ownership. The requirement of a land survey and complete legal description of the land ensures accuracy.

First Plat Review Submittal

(New Subdivisions & some commercial developments)

  • Applicant submits plat drawing into Electronic Plan Management (EPM) for review and approval by both County Land Development and the respective Town.
  • If private developer chooses to calculate the Land Development bond amount, the Bond Estimate Form must be provided when copies of the plat are submitted. 
  • County Land Development staff reviews the plat for compliance with North Carolina General Statute 47-30.
  • At the same time the plat is being reviewed, the Land Development Bond process begins. County Land Development staff determines the amount and requirements, or reviews the bond estimate provided by the private developer. A majority of the infrastructure is to be completed before a bond estimate is calculated. Bond calculations by County staff will be completed within 7 calendar days.
  • Bond must be posted before County Land Development can approve the plat.
  • Plat review by County Land Development will take up to 14 calendar days.
  • Charlotte-Mecklenburg Utilities will simultaneously review the plat as necessary.
  • After the first Plat Review in EPM is complete, the Surveyor is notified by email that the review is either disapproved or approved.  If the review is disapproved, County or Town agency comments can be viewed in EPM.

Second and Third Plat Reviews

  • Surveyor resubmits drawings back into EPM to address plat reviewer's comments.
  • Land Development staff completed second review within 14 calendar days.

Additional Reviews

Once the Town and Mecklenburg County Land Development are ready to approve the plat in EPM, Mylars must be submitted first to County Land Development for signatures and then the plat is sent to: 

  • North Carolina Department of Transportation for Right of Way review and signing (if applicable) 
  • The Town for signing. 

The surveyor or owner will take the plat to the Register of Deeds to be recorded after the surveyor or owner gets approval signatures from:

  • Mecklenburg County
  • Charlotte-Mecklenburg Utilities (if applicable)
  • NCDOT (if applicable)
  • Town of Huntersville
