The Services Bureau consists of the Criminal Investigations Division and the Special Services Division. The Services Bureau is under the command of a Captain who reports directly to the Chief of Police. The Captain is responsible for the overall efficient and effective management and administration of the Services Bureau and exercises direct supervision over the Division Lieutenants.
The Special Services Division consists of four components: the School Resource Officer Section, the Recruitment/Crime Prevention Section, the Volunteer Chaplain Unit and the School Crossing Guard Unit. The Special Services Division is commanded by a Lieutenant. The School Resource Officer Section is supervised by a Sergeant. The Recruitment/Crime Prevention Section is supervised by a Sergeant. This Division is responsible for the delivery of School Resource Officer Services, DARE Programs, Crime Prevention Programs, as well as professional related services such as Recruitment and Training.

Criminal Investigations
The Criminal Investigations Division (CID) consists of two components: the Criminal Investigations General Assignment Unit and the Vice & Narcotics Unit. This Division has primary responsibility for the investigation of more serious or complex offenses and gathering of criminal intelligence. The Criminal Investigation Division is commanded by a Lieutenant, who reports to the Services Bureau Commander. The Division Lieutenant exercises direct supervision over the Criminal Investigations Division Sergeant and may provide direct supervision for the Vice/Narcotics Unit.
The Criminal Investigations Division consists of full time plain clothes detectives, which includes the Detective Sergeant. The Criminal Investigation Division Detectives (police officer rank) report directly to the Criminal Investigations Division Sergeant, who also functions as a working investigator/supervisor. The Detectives are assigned to General Assignment Investigation Unit (including the Investigative Division Commander) and the Vice/Narcotics Unit. The primary function of the Investigative Division is the follow-up investigation of criminal offenses that occur within the jurisdiction of the Huntersville Police Department and the eventual identification, apprehension and successful prosecution of criminal offenders. |

Honor Guard
The Huntersville Police Department Honor Guard remains committed to the core values of Honor, Professionalism and Dedication in representing the Department at special ceremonies, events and honoring the members of our noble profession that have made the ultimate sacrifice for their communities and our country. The Huntersville Police Department Honor Guard was established in 2001 and continues to enjoy a reputation as one of the finest Honor Guard Units in the State.

| Special Services Division |
While each Bureau Commander and all supervisors have responsibilities related to career development and training, this function is the responsibility of the Special Services Division Commander under the direction of the Services Bureau Commander. Career development is the structured process by which the Department provides opportunities for individual growth and development of skills, knowledge and abilities to individual officers and employees. Primary in this program is the focus on development of general and specialized skills among the line police officers and employees, to promote production, efficient and effective job performance in all of the responsibilities of the Department. This Division provides skill development training to employees to prepare them for promotional opportunities or for appointment to specialized assignments. |

Training
The Special Services Division Commander is assigned as the Department’s Training Coordinator and is responsible for the administration and coordination of all specialized, remedial, in-service, roll call and advanced training (internal and external) including field training programs and recruit training programs. This includes the review of curricula and lesson plans and scheduling of all training classes. The Training Coordinator is responsible for the development, review and approval of the annual comprehensive training plan and for the maintenance of and updating of training files on all employees of the Department. The Department provides annual training and retraining opportunities for all employees as well as employees who are promoted or assigned new duties. |

Recruiting
The Chief of Police has responsibility for the development of the Department’s recruiting and selection process in compliance with the needs of the Department and community, as well as the applicable state and federal laws. The Chief of Police delegates the operational aspects of this assignment to the Services Bureau Commander. This includes the management, implementation and review of the Department’s role in programs and processes related to recruitment, EEO, selection, compliance with ADA, and the reporting of this analysis. |

Crime Prevention
This section is responsible for the implementation and supervision of aggressive community-oriented crime prevention programs based upon an analysis of crime patterns and community perceptions of crime. It is also responsible for selecting and training police personnel, setting priorities, evaluating programs and measuring the effectiveness of efforts in this area. This Unit is responsible for communicating to the Chief of Police the stated concerns of members of the community and strategies to deal with these concerns. It is also responsible for all aspects of the community relations function and media relations programs, under the direction of the Chief of Police for the Department. |

School Resource/DARE
The School Resource Officer (SRO) and DARE Services consist of sworn police officers who report directly to the School Resource Officer Section Sergeant. The SRO Section Sergeant serves as the first line supervisor for the SRO Program and serves as the Liaison Officer with the School Resource Officers and the schools. At least one full time sworn officer is assigned as the Elementary School Resource/DARE Officer, the North Mecklenburg High School Resource Officer, the Hopewell High School Resource Officer, the Bradley Middle School Resource Officer and the Alexander Middle School Resource Officer. These officers serve as the SRO to their assigned schools to assist the school staff and administration in dealing with issues that involve the safety and security of the school and its occupants. The School Resource Officers may be assigned criminal, unruly or missing persons case investigations involving juveniles as offenders and/or victims by the Special Services Division Commander or Investigative Division Commander. These case assignments will be assigned consistent with the direction of the Services Bureau Commander. Additional personnel may be assigned to this section on a part-time basis to provide additional staffing as the need arises. The officers assigned to this section may provide safety/drug education programs throughout the school year to all participating schools in Huntersville. The Elementary DARE Officer performs DARE related services such as teaching curriculum designed to give children the skills needed to resist pressures to experiment with drugs or become involved in gangs. |
