2035 Long Range Transportation Plan-Amendment
Conformity Determination Report

Improvements to I- 485 & I-77

MUMPO is proposing to amend its 2012-2018 Transportation Improvement Program (TIP) and 2035 Long Range Transportation Plan (LRTP) for proposed improvements to I-485 and I-77. The proposed amendments require that MUMPO make a transportation conformity analysis determination on both documents.

Proposed Improvements: I-485

The following improvements are being proposed for I-485 between I-77 and US 74:

  • From I-77 to Rea Road
    • Proposed improvement: widen to 6 general purpose lanes
    • Anticipated construction: no specific date set, but sometime before 2026
  • From Rea Road to US 74 (Independence Blvd)
    • Proposed improvement: Widen to 8 lanes (6 general purpose lanes + 2 Express Toll Lanes)
    • Anticipated construction: no specific date set, but sometime before 2026
Proposed Improvements: I-77 HOV-HOT

Four scenarios are being considered for improvements to I-77 between center city Charlotte and W. Catawba Avenue (exit 28).

Scenario 1: Convert the existing HOV lanes to high occupancy toll (HOT) operations and extend them north to exit 28. (2015 horizon year* with HOT2+person occupancy1 )
Scenario 2: Convert the existing HOV lanes to high occupancy toll (HOT) operations and extend them north to exit 28. (2015 horizon year* with HOT3+person occupancy2)
Scenario 3: Convert the existing HOV lanes to high occupancy toll (HOT) operations and expand them to provide 2 HOT lanes in each direction between I-85 and exit 28. (2015 horizon year* with 2 lanes and HOT2+person occupancy1)
Scenario 4: Convert the existing HOV lanes to high occupancy toll (HOT) operations and expand them to provide 2 HOT lanes in each direction between I-85 and exit 28. (2015 horizon year* with 2 lanes HOT3+person occupancy2)

*2015 horizon year means that the project is expected to be complete before the end of 2015.
One of the four options will be selected for implementation by the Mecklenburg-Union MPO.
1 HOT2+ person occupancy: a vehicle must be occupied by 2 or more people to use the HOT lane without paying the toll.
2 HOT3+ person occupancy: a vehicle must be occupied by 3 or more people to use the HOT lane without paying the toll.
